Each Faction will have a Limit of spending 3Billion Credits within the First Month of this Post.
So All 'Major' Factions have 3billion, all 'Minor' Factions have 1 billion.

Each System in the Segmentum Solar, is worth 150,000,000 Credits.[Except Holy Terra, which is Worth 2 Billion]
Each System in the Segmentum Pacificus is worth 125,000,000 Credits.
Each System in the Segmentum Obscurus is worth 100,000,000 Credits.
Each System in the Segmentum Ultima is worth 150,000,000 Credits.
Each System in the Segmentum Tempestus is Worth 200,000,000 Credits.
Realm of Ultrimar Systems are Worth 75,000,000 Credits.
Systems in the Ocularis Terribus are Worth 1 Billion Each, Since each has enough defenses to hold off Ground invasions for years, and enough factories to build a Fleet within a Year.

and crisis could i say start construction of a UN type building (make something similar to United Nations, just more galactic) on Holy Terra or any other planet that looks promising enough for a UN place

Well, the only Planet's near Chaos that need to Worry about being attacked are Cadia, because you can't leave the inside of the Warp[the Big Purple area] except through the Cadian Gate.

And it's up to whoever buys Terra if they want to build a UN Type building, but if they wanted to, they could use the Imperial Palace to do that....Think of a Continent Sized Palace, and thats what the Imperial Palace is Like.
